To simplify a bit, you could say ARMv8 was the ARM architecture for desktop computing. ARM took the step out from cell phones and into the world of desktop computers and servers.

ARMv9 in contrast is all about the super-computer. This may make you think it has no implication for you as a cellphone user of desktop computer user. However you would be wrong. This has a lot to do with consumers as well.
